Adding Transparency To NGOs: Public Reports Suggested

 30.04.08 A new draft bill submitted to Russia’s State Duma suggests amendments to the federal laws “On Non-Profit Organizations” and “On Public Associations.”
Deputes in the Russian Duma believe that the NGO sphere is not transparent enough: they suggested obligating state authorities and bodies of local self-government throughout the country to present the Federal Registration Service (FRS) with all available information on an NGO or a public association within three days of a request from the FRS. At present, regional authorities are not obligated to do so.
This measure, if approved and implemented, may become another blow to NGOs by the state.
At the same time, the Public Chamber prepared several amendments to the present legislation. One envisions mandatory electronic accounting reports to be submitted to the FRS by NGOs. This was announced by the press-service of the Public Chamber.
Presently, NGOs must submit reports in paper form, and those essentially duplicate reports submitted to tax authorities. Electronic accounting will increase NGOs’ transparency by aiding in the creation of a public database on NGOs and their activity. This would make information available to any interested party, including grant givers and individuals desiring to see that their funds are used for their declared purposes. To accomplish this, the Public Chamber suggests creating a designated portal based on their website that will pool all data submitted to the FRS.
