Administrative Violations To Be Fined Without Court Ruling

Anton Ivanov, the Head of the Supreme Arbitration Court, has proposed to exclude courts from processing administrative violations.
He explained that currently courts are fulfilling the function of state officials, functions that are "irrelevant" to the court's purpose. He proposes implementing pre-trial procedures to release courts from these functions.
According to Ivanov, penalties for late tax payment or traffic violations can be processed by state officials. Courts, as appropriate, will review disagreements between state and public, if such arise.
“As for administrative violations, the courts should not be the ones holding people accountable. Judges must not turn into officials, carrying out functions of administrative penalty. Courts must only examine complaints,” explained Ivanov.
