According to the original proposal of the Russian Ministry of Labor and Social Development which was implemented later, workplace labor conditions were to be evaluated with the purpose of identifying harmful, dangerous, and hazardous conditions and further bringing labor conditions in compliance with state labor protection requirements. However, three years later this topic received an unexpected continuation and certification of compliance of work conditions was replaced by a special evaluation study of labor conditions. Services For Data Storage On Foreign Servers Not Subject To VAT
Letter of the Ministry of Finance #03-07-РЗ/19611 from April 25, 2014, answered a question regarding the place of supply of services offered by a foreign contractor to a Russian organization for data storage on a server located abroad.
Changes In Accreditation Procedures For Branch Offices and Representations Of Foreign Companies
Federal Law #106-ФЗ from May 5, 2014 “On Introduction of Changes to Certain Legislative Acts of Russian Federation” amended the procedures for the accreditation of branch offices and representations of foreign legal entities in Russia. Currently, the accreditation of branch and representation offices of foreign legal entities in Russia is conducted by the State Registration Chamber. According to the amendments, the accreditation function will be transferred to a delegated authority determined by the Government later. The proposed plan names the Federal Tax Service for this function.
Kazakhstan Residency Certificates
According to the Letter # ЕД-4-2/11054 of the Federal Tax Service from June 9, 2014, tax agencies have been ordered to accept Kazakhstan residency certificates only with an attached Apostille. This decision of the Ministry of Finance is based on rules of reciprocity due to Kazakhstan tax authorities refusing to accept Russian residency certificates without an Apostille. It is expected that issues for settlement of differences will be discussed at the next regular meeting of the Intergovernmental Commission for cooperation between Russia and Kazakhstan.
Procedures For Interviewing Foreign Citizens Applying For The Status Of A Russian Speaker
Decree of the Federal Migration Service #379 from May 26, 2014, defines requirements for the specialists included in the examining board interviewing foreign citizens applying for the status of speakers of Russian language. In particular, the examining board will include philologists and linguists from among faculty members of scientific and educational establishments.
FMS Offers Processing Temporary Refuge For Ukrainian Citizens Within 3 Days
According to a draft proposed by the Russian Federal Migration Service, Ukrainian citizens will be able to obtain, within three days, temporary refuge in Russia through a simplified procedure. The document is published on a Unified Information Portal release. According to current law “Concerning Refugees,” processing applications for refugee status and temporary refuge takes up to three months.
