The most generous breaks were presented by Stavropol authorities. They decreased the tax rate to 5% for all taxpayers who use the simplified "income minus expenditures" taxation system.

In the nine other regions, the breaks are offered only to those in certain business spheres. Thus, the rate has been lowered to 10% in the Moscow region for certain types of activity such as cargo transport. This tax rate will be in effect until December 31, 2011.

In Vologda, Volgograd, Tambov, and Bryansk regions and in the Republic of Mordovia, the uniform tax rate has been lowered to 5% for certain types of activity. In the Sakhalin region – to 10%. In the Murmansky region, the tax rates have been established at 5%, 10%, and 15%. In the Ulyanovsk region – at a rate of 5% and 10%.
