According to a legislative change now in force, public transportation ticket inspectors no longer have the right to fine fare-dodgers on the spot.

The change came about as a result of several amendments made to the Administrative Offences Code of the RF on Nov. 9. According to the amendments, the article (Article 32.2) that allowed ticket inspectors to fine offenders on the spot was eliminated. Now inspectors will issue tickets to “stowaways,” which they should pay later.
