Benefits Will Take On A New Look

 18.06.09 In 2010, the Unified Social Tax (UST), which is paid by employers directly from their payroll, will be replaced by payments to the federal insurance funds. Because of this, the calculation of benefits set aside for temporary disability, maternity leave and child care will change also. The Ministry of Public Health and Social Development suggests that maximum caps on benefits should not be established.
In 2010, employers with revenues less than 415 thousand rubles per year will payments to the insurance funds—with most of the money going to the pension fund and the rest to health insurance. Simply put, 34,583 rubles will be "insured" to the employee in case of sick leave or maternity leave. The Ministry of Public Health and Social Development changed the system to recalculate the amount available for the different categories of leave.
The maximum amount will not be predetermined but rather calculated as a percentage of the “insured” income. Maternity benefits, for example, will be paid out at 100% of the insured income.
If a future mother earns less than 34,583 rubles a month, then her allowance will be equal to her salary. For instance, a woman who earns 26,000 rubles a month—will not see any drop in earnings. But for those who receive wages higher than the premium collected (say 40,000 rubles) their allowance would be equal only to the “insured” 34,583. But even for mothers with a higher salary, the new improvement is a huge increase, as the current maximum is capped at 25,390 rubles.
