Changes To Foreigners’ Rights In Russia Proposed

The press center of the Moscow State Duma reports that two drafts of federal laws that touch upon the subject of foreigners in Russia are receiving a favorable reception by Russia's legislators.
The proposed changes to the Federal Law “On the Legal Status of Foreign Citizens in the Russian Federation” are related to the procedures for rendering medical aid to foreigners and individuals without citizenship. The new legislation would make foreigners and individuals without citizenship responsible for submitting documents confirming a lack of drug-addiction, infectious diseases, and HIV infection to insurance companies (regardless of the validity period of their work permits in Russia) before submitting them to the territorial organs of the Russian Federal Migration Service (FMS).
The authors of the bill say the changes are aimed at defending the rights of foreigners and individuals without citizenship by guaranteeing them quality medical services through medical insurance contracts. They also believe these changes are in the best interests of the citizens of Russia. The bill is currently being debated.
The other proposed bill, “On the Introduction of Changes to Article 13 of the Federal Law ‘On the Legal Status of Foreign Citizens in the Russian Federation,’” is also finding support. These changes would allow foreign students of higher education to work in their free time. According to Moscow Deputies, this bill would utilize the labor potential of foreign citizens that are studying on the territory of the Russian Federation.
