It appears that the time is close when authorities will have the right to repossess private land at will. Last Wednesday, the Moscow Duma approved in the final reading amendments to the Federal Land Code allowing the state to confiscate land for the purposes of constructing municipal housing or infrastructure.

According to the current regulations of the Land Code, private lands may be confiscated only in exceptional circumstances and for "strategic" construction projects such as electrical power plants, defense and security objects, transport routes, etc. The changes proposed by Moscow would extend this eminent domain by simplifying the procedures needed to confiscate land and by broadening the list of situations under which private land can be confiscated by the state.
