Constitutional Court To Help Establish Moscow’s Boundaries

Deputies of the Moscow Region Duma will consider a request proposed by the Constitutional Court to interpret Part 1, Article 85 of the Russian Federation’s Constitution. This article suggests that the President of Russia may use conciliatory procedures to resolve disagreements between regional authorities and if a negotiated solution cannot be achieved, he may refer the dispute to the appropriate court.
Disputes between Moscow and the Moscow suburbs have arisen over where borders lie. The last straw for Moscow deputies has been the controversy over who owns the 390 hectares near the city of Shcherbinka, a few kilometers to the south of Moscow.
Regional legislators want to find out from the Constitutional Court whether the President can serve as the arbitrator and who can make the final decision – the Court or the president?
