The Federal Customs Service is planning to simplify its procedures for registering goods. The simplified procedures allow products to be released without being declared first. They also allow for goods to be held in warehouses without customs fee payments.

However, the implementation of the simplified procedures is being delayed by a lack of a distinct review procedure and by the necessity to conduct special accounting to use the simplified method.
