Diplomatic Immunity May Be Withdrawn With Foreign Government’s Consent

11.02.08 Officials of foreign diplomatic missions will be held accountable only with the consent of the foreign government they represent.
The State Duma will consider in the third reading a draft bill “On Introduction of Changes to the Article 3 of the Criminal Procedure Code of the Russian Federation” (on legal proceedings toward persons holding diplomatic immunity in Russian Federation in accordance with international agreements and universally recognized principles of international law).
The purpose of the bill is to eliminate existing inadequacies in regulation proceedings towards holders of diplomatic immunity according to international law and international agreements of the RF. It states that any legal proceedings can be held only with consent of the foreign government or international organization employing (in present or past) the person holding the immunity. Information regarding whether the person in question is holding immunity and to what extent, can be requested from the Ministry of Foreign Affairs of the RF.
