Dismissing A Foreigner – Buy The Return Ticket?

Alexey Zhafjarov, the Deputy Head of the Prosecutor-General’s Office on Supervision of Executing Laws on Federal Safety, Interethnic Attitudes and Counteraction to Extremism, has voiced the opinion that employers who terminate a foreigner’s labor contract early should be obligated to compensate the foreigner's trip home.
A labor migrant put out on the street without money or a ticket home cannot return to his home country. According to the General-Prosecutor’s Office, in order to keep him from turning to crime, he needs to be sent home.
However, several problems arise: who is going to force the employer to buy a ticket? How will it be enforced? And will the migrant worker agree to be sent home?
