The State Duma passed a bill in its first reading that may help to realize the pre-election promises of President Dmitry Medvedev to make taxation easier on small businesses. The amendments to Chapter Three of the Tax Code widen the scope of the patent system while simultaneously reducing the volume of tax reporting. Due to the shortcomings in the legal framework, businessmen today hardly use the patent system. According to the current law, businessmen using the patent system "cannot hire hired help." The amendments will allow businessmen to work using the patent system even when hired help is available.
