Amendments to the law on non-governmental organisations submitted by President Dmitry Medvedev to the State Duma on Wednesday will apply only to Russian NGOs and will not affect foreign ones, a high-ranking official said.

"The draft law concerns Russian NGOs," the chairwoman of the presidential Council for the Promotion of Civil Society Institutions and Human Rights, Ella Pamfilova, told Itar-Tass after a meeting with Medvedev that foreign NGOs would be considered later, at the third stage in 2010.

She explained that the current amendments were the first stage.
