The bill "On measures of action (counteraction) toward the unfriendly actions of the United States and/or other foreign states" came before the State Duma. It is currently tabled until May 15, however, at the request of the presidential administration in light of current negotiations.
The bill’s authors were the leaders of all parliamentary factions and the speaker of the State Duma Vyacheslav Volodin. "The draft law is designed as a response to the challenges of the US, its officials, expressed in their unfriendly and unconstructive actions to impose ‘sanctions’ against the Russian Federation as a whole, as well as its citizens and legal entities," an explanatory note says.
In accordance with the bill, the government of the Russian Federation "is given the authority to introduce a number of measures, both economic and political, aimed primarily at eliminating the so-called unfriendly acts of the United States." The bill stipulates that the measures would need to be considered by the Russian Cabinet of Ministers and approved by the Russian President.
Prohibition on the importation of drugs, tobacco and alcohol
As restrictive measures, it is envisaged "to prohibit or restrict the importation of agricultural products, raw materials and food, alcohol and tobacco products to the territory of the Russian Federation, the country of origin of which are the United States and (or) other foreign states." For pharmaceuticals, however, it is stipulated that measures not apply to medicines not produced in Russia.
Blacklists and restriction of cooperation
It is also proposed to form black lists of US citizens to be banned from entering Russia, which will be entrusted to the Ministry of Foreign Affairs of the Russian Federation. Another ban would prevent US citizens from working in the Russian Federation, including as highly qualified specialists.
The bill also proposes "the termination or suspension of international cooperation of the Russian Federation, Russian legal entities with the United States, as well as organizations directly or indirectly under their jurisdiction and/or other foreign states in the nuclear industry, the aviation industry, and the rocket and motor industry." Equipment and software produced in the USA would also fall under restrictions. Separately, banning or restricting American companies from participating in the privatization of state and municipal property in Russia is proposed.
The bill instructs federal and regional executive authorities "to work out mechanisms for replacing goods, works, services of American origin with analogs of Russian and foreign origin on the Russian market (except for countries supporting US policy)."
It also stipulates that "prohibitions and restrictions on the import of goods will not apply to their importation into Russia by Russian citizens, foreign citizens and stateless persons for personal use.
"The adoption of the draft federal law will serve as a stimulus for the development and improvement of Russia’s own industrial market and the strengthening of the country's political position in the world arena. Also, given the possibility of replacing American goods, works, services from other countries, economic relations of the Russian Federation with foreign partners that do not support the sanctions policy of the United States will be strengthened,” concludes the explanatory note.
