The State Duma adopted in the first reading a draft law on the obligations of citizens who act as an inviting party for foreigners seeking visas to Russia. These obligations include taking measures to comply with visa regulations such as using the visa only for its intended purposes (i.e. tourism, work, student) and ensuring the foreigner leaves Russia before the expiration of the visa. The bill still must go through two additional readings.
A draft law has also been submitted to the State Duma that would amend the Code of Administrative Offenses, to provide for penalties for such Russian citizens should the foreigners they act as inviting parties for break visa regulations.
Earlier, the State Duma also adopted in the first reading a draft law that proposes to establish restrictions on entry to Russia for foreigners whose accounts are frozen due to charges of money laundering or terrorism.
