The Federation Council recently approved amendments to federal laws regulating visas. The amendments would give the president powers to make procedural changes to how visas are issued. In particular, when large numbers of foreigners are involved in large-scale international events, the president may issue decrees regarding how visas should be issued to those foreigners.

The law is called "On the Modification of Clauses 1, 6 and 24 of the Federal Law 'On the Procedures for Entry and Departure from the Russian Federation.'" The Federation Council approved it May 12 in an ad-hoc meeting.
