Foreign Workers Receive Electronic “Guest Cards” In Moscow

Moscow authorities have launched a pilot program issuing electronic “guest cards” to foreign workers. The cards will allow authorities to trace the workers' movements. The Press Service of the Central Administrative District of Moscow announced that the pilot program was now underway in Vnukovo Airport. The guest card is a plastic card with an electronic chip that contains information about its owner.
Records will be added to the card at border crossings, upon registration with the Federal Migration Service, and also during medical examinations. Moscow authorities hope that this new method will allow them to better track the number of migrant workers in the city, to evaluate the demand for such labor and to "gain control over migrants’ work activities."
In the fall, Moscow will start another pilot program called “Moscow ‘Single-Window’ Migration Service” that will allow foreign employees to process all necessary documents at one stop. “Single-Window Service” will include state agencies, such as Moscow Department of the Federal Migration Service and Moscow Employment Service, and will conduct registration and formulate quotas, processing and examining all related documents, and issuing work permits and finding employment opportunities.
