Foreigners May Be Required to Learn Russian

 08.05.07 Came to Russia to make some money? Make sure to learn Russian language. One of the State Duma deputies proposed amendments for the law on "Legal Rights of Foreign Citizens in Russian Federation," requiring migrants to learn the Russian language. Exceptions will be made only for foreigners working in foreign companies.
The Federal Migration Service will first test a foreigner’s knowledge of the Russian language right at the border. As proof, the migrant will have to present FMS with an appropriate certificate. If no knowledge of Russian is present, he will be compelled to attend special classes.
According to the authors of the proposal, the state should organize the “elimination of illiteracy”, and, in order not to place such a costly obligation upon the state alone, the financial burden must be shared with employers who hire foreigners.
The bill's author's did not, however, bother to calculate the amount of the expenses which would be placed on the state for a foreigners’ education in the Russian language.
