Hotels Might Again Process Registration

The Federal Migration Service (FMS) prepared amendments for migration legislation to simplify registration of foreign citizens in hotels.
“We worked on it for a long time, and the proposed amendments were presented to the government before the New Year. We suggest allowing hotels to mark foreigners’ migration cards upon their arrival. Right now it is permitted only for post offices or FMS departments. We want to add hotels to this list,” explained the FMS director.
The President of the Russian Union of Tourism Industry (RUTI) announced in the summer of 2007 that, after introduction of changes to migration legislation, the Russian tourism industry found itself in a semi-legal situation. Amendments to the law “On Migration Registration of Foreign Citizens and Stateless Persons” made registration procedures more difficult for foreigners who stay in hotels, requiring them to have a registered migration card. President of the RUTI suggested improving the existing system by permitting hotels to fill out migration cards through the state electronic system “Guest.”
This would essentially imply a return to the previous system used by the FMS and the hotel industry before the "reforms" of 2007.
