Ivanov Concerned Over Uncontrolled Drain Of Scientific Developments From RF

A lack of proper control over the use of scientific and research works not only results in a federal budget revenue shortfall but also leads to unauthorised exchanges of technologies with other countries and a loss of Russian industry’s priority in high-tech sectors, Vice Prime Minister Sergei Ivanov said.
“Virtually all key technologies created in Soviet times and during the Russian period are a result of serious financial and material support from the state,” he said.
“These are mainly military, duel and special purpose technologies that were and are created with virtually complete budget financing as part of governmental defence contracts,” he said.
“The government invests large amounts of money in scientific research and may expect certain economic results not only by exercising the right to the created intellectual products but also by bringing them into commercial turnover, primarily as investments in the real sector of the economy,” Ivanov said.
“We should pursue a flexible policy there, based on public-private partnership,” Ivanov added.
“The state does not seek to be a dog in the manger. The state is interested in the creation of intellectual property, its accounting and conversion into commercial products,” he said.
