Japan And Russia Sign Double Taxation Agreement
The agreement was signed on September 7, 2017, and covers, for example, taxation of income from fixed assets, profits from business activities, profits from sea and air transportation, dividends, income from copyright and licenses, as well as personal income.
The agreement sets a procedure for processing claims that one or both of the contracting states are not in compliance with the agreement. Procedures for information exchange between the competent authorities of the countries are also laid out.
The agreement still needs to be approved through the Japanese and Russian legislatures. It will enter into force on the thirtieth day after the date of the exchange of diplomatic notes confirming such approval. The document will replace an agreement on double taxation with respect to income taxes between the Government of the USSR and the Government of Japan concluded in Tokyo on January 18, 1986.
The full name of the agreement is "Agreement between the Government of the Russian Federation and the Government of Japan on the Elimination of Double Taxation with Respect to Taxes on Income and on Prevention of Avoidance and Evasion of Taxes" (together with the "Protocol").
