Russia’s Ministry of Foreign Affairs and Ministry of Finance has changed the list listing of countries whose representative bodies may apply 0% VAT. Appropriate decree # 9819/69 from July 14, 2008 was registered by the Ministry of Justice on August 7, 2008.

The Syrian Arab Republic and Palestine were added to the list of foreign countries whose representation agencies in the RF may apply 0% VAT to sales of services and goods (without restrictions, based on mutual agreements).

Also, changes were introduced to the list of countries with restricted application of 0% VAT. The decree specified what goods and services to representative bodies of Burundi, Bangladesh, Belgium, Benin, Mauritius are applicable to 0% VAT.
