In 2009, Russian companies will be allowed to hire 500,000 more migrant workers than in 2008. According to Government Resolution #835 issued November 7, 2008, the quota for employment of foreign workers has been increased to 3.9 million. In 2008 quota was 3.3 million.

Companies may also employ foreigners as high-skilled specialists (according to decree of the Ministry of Health and Social Development # 355 from July 25, 2008) outside of the set quotas. Moreover, during 2009, Russian companies will be able to invite 1.2 million additional foreign specialists for specified positions (government resolution # 836 from November 7, 2008).
