Moscow’s Mayor Thinks Businesses Should Pay For Migration Quotas

According to Moscow’s Mayor Yuri Luzhkov, “use of quotas for immigrant labor employment must become a paid service.” Inferring that companies should essentially pay an additional fee to use immigrant labor.
At the same time government must help business by “creating the right stimuli – by lowering the size of quotas for employment of immigrant labor, improving and simplifying the procedures for lawful employment of migrant workers, by developing antidumping legislation for the labor market, and by reviving the system of vocational education and attracting business to partner in this process.”
“Financial means received as payment for using quotas ought to be used for supporting our vocational education and for creating adequate living and working conditions for migrant workers,” - Luzhkov stated.
