The Tax Authorities compiled a rating of the most popular schemes for avoiding payments of VAT and profit tax. 

The top position belongs to schemes which use "fly-by-night" companies, fictional directors and/or chains of suppliers registered with the same founders and same registration address.

According to the inspectors, the only scheme that did not involve such elements was based on profit payments to top managers of the Bank of Moscow. (This is the only specific example named in the document.) According to tax authorities, money was transferred from the bank as interest payments to the managers.

Similar reviews of tax schemes will become regular: regional tax department obligated tax inspections to send in quarterly summaries of such schemes, as reveled through audits.
