According to Resolution # 1003 of the RF government from December 29, 2007, it is prohibited to use immigrant workers for retail sales of alcohol and pharmaceutical goods, and in vending kiosks, marketplaces, and other retail sales with the exception of enclosed shops.

The document also includes regulations regarding allowed quota of foreign employees used by organizations performing “other activity in the sphere of sports” on the RF territory. The quota for support staff for such sporting events will be 50% of the total number of employees for the period January 1 through April 1, 2008, and 25% for the period April 1 through December 31, 2008.
