The State Duma amended the Code of Administrative Offences. Penalties will now be expressed in roubles rather than "MROT," or multiples of the minimum wage. The amendment also converts all present fines by applying a standard multiplier of 100 roubles.

The maximum fine that can be levied on citizens has been set at 5000 roubles, for officials — 50 000 roubles., for organizations — one million roubles.

At the same time, deputies doubled the fine for polluting forests and pentupled those for endangering fish populations.
