When a Russian organization needs to purchase airline tickets, it may do so itself or through an intermediary foreign organization. If the Russian organization chooses to utilize the latter, the organization will not have to pay taxes to the foreign company. Even though foreign businesses comply with these practices, they are still unable to obtain permanent representation in Russia.

The Russian Finance Minister reported on this matter and also emphasized the necessity of understanding that these tax measures were a necessary part of Russia’s goals in tax legislation.
