Pension tax payments towards mandatory pension insurance are not to be charged from foreign employees holding temporary residence in the Russian Federation. Consequently, these pension tax amounts may also not be used by organization as deduction for UST payments since they are not to be paid in the first place. This explanation is presented in the letter of the Ministry of Finance # 03-04-06-02/217 from December 10, 2007.
