Authorities are trying to resolve a problem of regions which exceeded their quotas for immigrant workers. Requests for additional workplaces were sent to the Ministry of Justice.

Recently, the Federation Migration Service (FMS) stopped issuing work permits for foreigners in 11 regions of Russia. Quotas are used up in: Moscow – 100 percent; Moscow region – exceeded to 109%; Kaluga region – to 120%; Dagestan – to 211%. The FMS drafted a decree allowing an increase of migration quota in regions where the existing quota is already used up.
