Rent Control For Moscow's SMEs

The Moscow city government has decreed that lease prices for small and medium sized businesses in Moscow for 2009 should not amount to more than 1.18 times the amount paid in 2008.
For leased non-residential property, the following are the maximum yearly increases: 2009 – 1.18 times the rate of the previous year, 2010 – 1.16 times, and for 2011 – 1.14 times.
Maximum increases will also affect specialized enterprises, such as those targeted at children, youth-cafes and family-oriented entertainment, restaurants and public service establishments. Moreover, before November 1, 2009 a study will be held in Moscow to determine the need for additional non-residential facilities for "consumer-market" enterprises and services, and by December 1, 2009, suggestions will be made for territorial placement of these enterprises in Moscow.
