Russia's Supreme Court Proposes Compensation For Judicial Delays

Russia’s Supreme Court is proposing legislation that will allow all citizens, including convicts, to be compensated for delays in court proceedings. A citizen can claim damages if the court fails to issue a verdict within six months after the proceedings have finished.
The Ministry of Finance will investigate the claims, taking into account the complicatedness of the case, the behavior of both sides, the actions of state organs, and the magnitude of the violation’s consequences.
No guidelines for how much might be compensated. When it is ready, it will be presented to the State Duma, likely with the president’s backing. Judicial reform, including decreasing judicial delays, is one of the president’s personal projects.
The bill is called "On State Compensation for the Harm Incurred by the Infringement of the Right to a Court Decision within a Reasonable Period of Time."
