Russian Taxes Have Low Simplicity

Taxes in Russia in 2008-2009 ranked 134th in the world for simplicity, according to a PricewaterhouseCoopers report prepared in conjunction with the International Monetary Fund and the World Bank. Last year, Russia ranked 130th. For time allotted for tax payments, Russia ranked 155th. For total sum of taxes, Russia ranked 123rd. For total number of taxes, Russia ranked 70th. Ukraine, for comparison, ranked 180th for simplicity and 172 for time allowed. The rating was topped by the Maldives. Kuwait, Oman, Qatar and the United Arab Emirates were also in the top ten.
PwC noted that there was no tax reform in Russia in the last year. The Dominican Republic and Maldives were the leaders in tax reform. Both significantly lowered taxes. A reduction in the VAT from 18 to 10-15 percent has been under discussion in Russia all year. The Ministry of Economic Development is in favor of the change, and the Finance Ministry is opposed. Further discussion has been postponed to next year.
