Organizations founded by Russian citizens have the right to apply for the simplified tax system, as the Tax Code contains no restrictions for these organizations. But what of organizations founded by foreigners?

Organizations founded by foreigners are absent from the long list of organizations not specifically unable to apply for simplified taxation. Therefore, they also have the right to apply for simplified taxation.

This according to a Letter from the Ministry of Finance from May, 4th, 2009 N 03-11-06/2/76.
