According to the authors of the bill, if the law is passed, the fast-track method for VAT reimbursement will be available to exporters as well as organizations conducting capital investments. Duma deputies say the reimbursement procedure will be simple and understandable like in Europe. Desk audits conducted by tax authorities, which are in fact post-audits, will not allow dishonest taxpayers to use the procedure.

One condition for all taxpayers tp switch to this procedure will be bank security, and for large taxpayers – absence of heavy claims from Tax Authorities (in such cases they can go without bank security). Authors believe that the new law for accelerated reimbursement will be especially useful to the production sector, which is experiencing a lack of operating assets due to the crisis.
