Recently the FTS addressed citizens of Russia with an invitation to anonymously report any tax schemes they are aware of being used in the real estate market and the organizations involved. The FTS explains that the department’s awareness in this matter can increase transparency of the market and its investment appeal.

Previously tax authorities invited observant neighbors to report apartments leased out in “grey schemes.” Although, instead of objective information, tax offices received a flow of complaints from paranoid and schizophrenic persons, and offended old ladies who would not miss a chance to slander neighbors they don't like. Moreover, it was determined that based on neighbors’ testimony alone it is very difficult to prove that an apartment’s owner indeed leases it out and is not just allowing his friends or relatives to stay there for some period of time.
