The Ban On Gambling Will Be Implemented On Schedule—No Exceptions

As of July 1, 2009, gambling will be prohibited throughout Russia, except for in four specified gambling zones, as established by Federal Law Number 244-F3, December 29, 2006.
Valery Draganov, the First Vice-President of the State Duma Gambling Committee, claims that Russia's regions have repeatedly introduced bills to the State Duma. These bills, however, have either been recalled by the region that introduced it or the Duma has voted it down.
Draganov continued: “The removal of gambling from special zones was originally the principal position of the United Russia Party. The gambling sector had two and a half years to prepare for new working conditions.”
“Work on this law is just a continuation of United Russia’s desire to prohibit this gambling bacchanalia in even the most remote towns. The Duma has not issued any extensions on the gambling term, nor will it.”—the First Vice-President reiterated. However, support for postponing the ban has not diminished. A number of media sources recently reported that the Ministry of Economic Development would request that the Government delay the introduction of the Federal Law “On State Regulation of Organizing and Conducting Gambling Activities and On Amending Some Legislative Acts of the Russian Federation.”
In turn, the Ministry of Economic Development stated that they had not sent any request to the Government and will adhere to the requirements of Federal Law Number 244-F3, December 29, 2006.
