On July 6, the Federation Council approved the Federal Law that will lower the Unified Social Tax and change the regression threshhold.

Mr. Bushmin, Chairman of the Budget Committee, commented that "… lowering the United Social Tax rate lowers the overall tax burden on the economy as a whole, becoming an effective stimulus for the legalization of employers' payrolls and will help to pull salaries out of the shadow."
