Tax debt grows in Russia.
Mikhail Mokretsov, Head of the Federal Tax Service, has proposed new methods for collecting taxes from individuals. The FNS will formulate an individual tax package for each taxpayer, encompassing all taxes owed including on transportation, property, and land taxes.
The unified package would contain information on cars, apartments, land, and other taxable property. The FNS hopes this will reduce the cost of notifying individuals about their debts and also expedite collections, said Mokretsov.
To formulate the tax package, agents will collaborate with all departments tracking individuals and their assets. The FNS believes this will benefit individuals and says that, due to the new cooperation between tax agents and administrators in the Tversksaya Oblast, for instance, tax revenue is up by about 10%. In general, national tax revenue declined by 7%.
As of April 1 of the fiscal year, debts owed on taxes, fees, penalties, and sanctions amounted to 1.4 trillion rubles, having risen by 88 billion rubles since the beginning of the year (about 7%). Over the last four years, debt declined from 2.5 to 1.3 trillion rubles, but is now on the rise again.
Collection efforts also rose in effectiveness to 38% (as of April, 11 2009) versus 24% for the first quarter of the previous year.
For the first quarter of 2009, the state received 1.9 trillion rubles in tax revenue (7% less than in the first quarter of 2008). Specifically, the Federal Budget received 735 billion rubles (or 7 % less), regional budgets received 804 billion rubles (11 % less), and individual state programs received 361 billion rubles (5% less).
