Virtual Communication to Replace Bureaucratic Nightmare in Russia?

This year in Russia an Internet site will be created that brings together information about all government services of the federal and regional executive branches. Instead of wasting time in lines, dealing with impolite officials, and trying to figure out how to properly fill out paper work, individuals can sit at their computers at home while filling out forms, learning about procedures/requirements for various state services, and making inquiries, etc, to which they will receive an answer electronically. Paying fines or duties will not be possible using the site, but passport processing, real estate registration, and land cadastre registration, etc. will be available. The Ministry of Economic Development and Trade states that the website will be simple and accessible. It is supposed to be up and running by Jan. 1, 2009.
This website is part of a larger administrative reform project to synchronize communication between various government organs. Also part of this plan are the Multipurpose Centers for the Granting of State and Municipal Services, which will bring these two services together into a single facility. This includes social services, property registration, real estate activities, determination of civil status (including services of the Civil Registry Office), as well as other services connected with business (distribution of permits, licensing, etc). 18 such centers are already being developed.
