Work Permits Quotas For Foreigners May Be Put Off

The Federal Migration Service (FMS) has suggested abandoning quotas for foreign workers. They also suggest allowing individuals to hire migrant workers (rather than just businesses, etc.).
According to Sergey Boldyrev, assistant director of the migrant labor department of the FMS, the quota system has failed. Quotas for 2008 were exhausted by May. An increase issued at the end of June was used up in a matter of days.
However, The Ministry of Public Health and Social Development and the Federal Service for Employment and Labor Relations have raised objections to this suggestion of the FMS. In their opinion, it is too early to judge the effectiveness of the quota system since it has only been functioning for two years.
